Overview:

The Principal Safety and Health Environmental Officer is responsible for ensuring that URC’s operations comply with safety, health, and environmental standards. This role focuses on protecting employees, passengers, and the environment while maintaining operational efficiency across railway, marine, and road services.

Key Responsibilities:

  • Safety Policy Development: Develop, implement, and monitor safety, health, and environmental (SHE) policies and procedures in line with national and international standards.
  • Risk Assessments: Conduct regular risk assessments and audits of railway tracks, marine vessels, and road infrastructure to identify hazards and implement corrective measures.
  • Training and Awareness: Train staff on safety protocols, emergency response procedures, and environmental conservation practices to foster a safety-first culture.
  • Incident Management: Investigate accidents, near-misses, and environmental incidents, preparing detailed reports and recommending preventive measures.
  • Environmental Compliance: Ensure compliance with environmental regulations, including waste management, emissions control, and sustainable practices in construction and operations.
  • Regulatory Liaison: Work with government agencies, such as the Uganda National Bureau of Standards (UNBS) and environmental authorities, to ensure adherence to legal requirements.
  • Monitoring and Reporting: Monitor safety and environmental performance metrics, providing regular reports to management and suggesting improvements.

Person Specifications:

  • Educational Qualifications: A Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field. A Master’s degree or postgraduate diploma in a related discipline is an advantage.
  • Professional Certification: Certification in occupational health and safety (e.g., NEBOSH, IOSH) or environmental management is highly desirable.
  • Experience: At least 5-7 years of experience in safety, health, and environmental management, with at least 3 years in a supervisory role, preferably in the transportation or infrastructure sector.
  • Skills: Strong knowledge of SHE regulations, risk assessment techniques, and incident investigation. Excellent communication and training skills are essential.
  • Behavioral Competencies: Attention to detail, problem-solving, leadership, and a proactive approach to safety and environmental stewardship.
