Job Summary/Purpose
The Senior Treasury Officer is responsible for the prudent analysis, monitoring, and management of the Bank's balance sheet. This role focuses on asset and liability management (ALM), risk management, covenant compliance, and reporting to ensure the Bank operates within its financial strategies and High Impact Goals (HIGs).

Accountability Statement
The Senior Treasury Officer is accountable for conducting balance sheet data analysis, risk identification, stress testing, and developing response documentation. The role also ensures compliance with covenant agreements and supports the implementation of treasury management systems.

Principal Duties & Responsibilities
Balance Sheet and Risk Management:
• Identify, model, analyze, and report on balance sheet risks, including interest rate risk, currency risk, and yield risk.
• Develop and update ALM processes and procedure manuals.
• Analyze key balance sheet metrics to provide recommendations to the Senior Manager Treasury, Senior Management, and the ALCO.
• Lead the development of robust interest rate and liquidity risk evaluation processes.
• Conduct balance sheet stress-testing exercises.
Covenant Management:
• Prepare and review Covenant Certificates and reports for submission to lenders.
• Review all covenants across the Bank’s liability portfolio to ensure compliance and standardization.
• Coordinate with internal stakeholders to respond to covenant issues and communicate with lenders.
Portfolio Monitoring and Reporting:
• Conduct periodic reviews of the Bank’s treasury counterparty and dealer limits.
• Prepare and analyze treasury Key Risk Indicators (KRIs) and Risk Control Self-Assessment (RCSA) reports.
• Ensure timely and accurate reporting of the Bank’s green investment portfolio and balance sheet performance.
ALCO Coordination:
• Act as the Secretariat for ALCO meetings, ensuring all matters arising are followed up and closed.
• Prepare and present ALCO reports, and manage the scheduling of meetings for ALCO members.
• Develop training recommendations for ALCO members and maintain an official record of meeting minutes.
Treasury Operations:
• Supervise the Treasury Operations Officer, ensuring optimal team performance.
• Onboard new counterparties, allocate approved limits, and manage their interactions on the Bloomberg platform.
• Support Treasury systems implementation and review projects.
Audit and Risk Management:
• Assist in audit and risk review schedules as required.
• Develop action plans to address audit and risk findings and ensure their closure.
• Manage risk-related reviews and implement corrective actions where needed.
Additional Responsibilities:
• Research and recommend improvements in asset and liability management strategies.
• Act as a member of the Deal Review Committee.
• Authorize fund transfers and related pricing in the absence of the Treasurer.

Level of Authority
• Provide advice to management on asset and liability management issues.
• Oversee ALCO reporting and relationships with internal and external stakeholders.
• Authorize treasury activities in the absence of the Treasurer.

Relationships
• Internal: All UDB Departments, ALCO Members.
• External: Banks, Ministry of Finance.

Qualifications
• Mandatory:
o Bachelor’s degree in Finance, Accounting, or a related numerate discipline from a recognized university.
o ACI Dealer’s Certificate.
o Strong knowledge of Excel and financial modeling.
• Preferred:
o Postgraduate qualifications such as an MBA or Master’s in Finance.
o Professional certifications such as CPA, ACCA, or CFA.

Experience
• Minimum of 5 years’ experience in a large commercial or development bank, with at least 3 years in a treasury/funding environment.
• Strong expertise in financial systems database methodologies and financial modeling.
• Experience in audit, risk management, and interbank trading.

• Knowledge of treasury and debt products, services, and strategies.
• Sound understanding of market risk methodologies and tools.
• Proficiency in market risk measurement, liquidity management principles, and reporting.

• Attention to detail and ability to take initiative.
• Capability to formulate business strategies and lead projects effectively.
