Job Summary/Purpose
The Manager Green Finance is responsible for strategically positioning Uganda Development Bank (UDB) as a key player in green financing by developing and coordinating initiatives to mobilize and deploy climate finance. This includes enhancing UDB’s green finance policies, guidelines, and frameworks while ensuring sustainable project funding and implementation to meet climate adaptation and mitigation goals.

Accountability Statement
The Manager Green Finance is accountable for providing sound technical advice and support to management on green financing initiatives. This includes:
• Policy development.
• Generating funding proposals.
• Mobilizing resources from green financial mechanisms and instruments.
• Identifying low-carbon, climate-resilient investment opportunities.
• Building strategic partnerships within and outside the Bank to advance UDB’s climate finance agenda.

Principal Duties & Responsibilities
Strategy Development:
• Develop and operationalize a model for leveraging green finance from public and private financiers.
• Create guidelines and appraisal tools for assessing green financing proposals.
• Monitor and track the impact of green finance initiatives using clear indices.
• Develop strategies to integrate climate adaptation and mitigation into UDB’s portfolio.
Project Origination and Management:
• Generate a pipeline of viable green investment projects across sectors such as energy, water, and transport.
• Conduct due diligence and prepare appraisal reports for green projects.
• Scope opportunities for accessing, managing, and absorbing climate finance from local and international sources.
• Conduct portfolio assessments for green investment projects, including greenhouse gas accounting.
Stakeholder Engagement and Capacity Building:
• Build and maintain partnerships with government agencies, financial institutions, and multilateral organizations.
• Provide technical inputs for developing partnerships and securing funding for green projects.
• Lead capacity-building initiatives to train UDB staff on climate financing practices.
Research and Knowledge Development:
• Undertake research to identify trends and opportunities in green finance.
• Develop and publish knowledge products such as policy briefs, research papers, and fact sheets to position UDB as a thought leader in green finance.
• Provide technical guidance to other departments on green finance implementation.
Team Leadership and Management:
• Develop and manage work plans and budgets for the Green Finance team.
• Monitor staff performance and implement performance enhancement strategies.
• Provide coaching and mentoring to team members, ensuring alignment with organizational goals.

Level of Authority
• Identify and develop opportunities for climate finance.
• Advise management on carbon emission reduction strategies.
• Report on UDB’s carbon footprint and the environmental impact of its investments.
• Mobilize resources through green finance concepts and proposals.

Relationships
• Internal: Collaborate with all UDB departments.
• External: Engage with customers, regulatory bodies, service providers, business associations, and other key stakeholders.

Qualifications
Mandatory Requirements:
• Master’s Degree: Environmental Science, Engineering, Economics, or related field.
• Bachelor’s Degree: Environmental Studies, Natural Resources, Economics, Engineering, Climate Change, Risk Management, or related discipline.
Preferred Qualifications:
• Certification in finance, project design, or project finance is an added advantage.

Experience
• At least 9 years of experience, with a minimum of 3 years in a managerial position in a reputable organization.
• Demonstrated understanding of green sectors, including energy, water, and transport.
• Experience in stakeholder management, project proposal development, and green finance mobilization.
