The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is owned by the Federal Republic of Germany and implements commissions for the German government and other national and international, public and private sector clients within the framework of the international cooperation between the Federal Republic of Germany and the Government of Uganda. The GIZ Energy and Climate Programme/ Cluster in Uganda, supports the Ugandan Government, through the Ministry of Energy and Mineral Development (MEMD), to promote use of renewable energy and energy efficient technologies and practices, increase access to clean energy, enhance sustainable use of natural resources, as well as to implement climate friendly policies. Programme/ Cluster activities are carried out under different commissions or projects funded/commissioned by various donors and co-funded by the German Federal Government.
On behalf of the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ), GIZ will implement the project “Sustainable Development of the Mining Sector”.
The project seeks to contribute to the EU's implementation of the Critical Raw Materials Act by fostering international trade partnerships, diversifying investments, and promoting stability through the EU Global Gateway strategy. It also aligns with and supports Uganda’s national development strategy for the mining sector to promote investment and further enhance private sector driven growth, ensuring a positive impact on economic and social development. The project will implement interventions focusing on 1) promotion of international and domestic investments into the mining sector; 2) supporting formalisation of the artisanal mining sector, 3) strengthening capacities for mineral processing and value addition, and 4) enhancing the capacities of relevant authorities to exercise their oversight function and 5) increase application of responsible sourcing standards in the mining sector. The project will be implemented as part of the regional programme “Cooperation for peace, security and responsible natural resource governance in the Great Lakes Region of Africa.
GIZ Uganda is recruiting an Advisor on Artisanal and Small-Scale Mining (ASM) Formalisation and Value Addition in the Mining Sector to support in the implementation of its project.

Knowledge, skills and competences
• Broad knowledge and understanding of the Mining sector in Uganda, with a focus on ASM formalisation and value addition.
• Excellent English communication skills, both orally and written.
• Outstanding presentation skills.
• Computer literacy with good knowledge of MS Office (especially Word, Excel, PowerPoint and relevant GIZ project management tools (OnSite Operations).
Responsibilities
A. Key Responsibilities
The Advisor will be responsible for:
• Coordinate the implementation of all project activities on ASM formalization (supporting to license acquisition, organisational development of ASM cooperatives and associations), and value addition (provision of equipment, strengthening legal frameworks, capacity development, cooperation with private sector, access to finance).
• Support capacity development on relevant regulatory frameworks, responsible mining, business skills training.
• Support the mineral value chain analysis of the mining sector in Uganda.
• Identify opportunities for strengthening access to finance for mining sector actors in Uganda and cooperate with the banks and financial intermediaries.
• Provide technical advice to project partners (public, private, NGOs, academia) on ASM formalization and value addition in the mining sector
• Strengthen the linkages between up-stream and mid-stream value chain actors in the mining sector.
• Support the development of comprehensive skills and training profiles specifically focused on mineral value addition and processing, ensuring alignment with industry standards and best practices.
• Promote gender responsive approaches in the activities to be developed.
• Perform any other tasks as agreed to by the responsible line manager and project lead.
• Collaborate with partners in Uganda, including the Directorate of Geological Services and Mining (DGSM), the Uganda Chambre of Mines and Petroleum (UCMP) and the Uganda Association of Small-Scale Miners (UGASM) for planning, implementation and monitoring of project activities.
B. Specific Tasks
The Advisor performs the following tasks:
Technical and Policy Advice
• Provide technical and policy advice to the MEMD, DGSM and other relevant institutions on ASM Formalisation in the mining sector
• Support registration of ASM operations, fostering the organisation of miners into associations and cooperatives.
• Support associations/cooperatives in applying for exploration and mining licenses and overall business development.
• Support training on relevant regulatory requirements, acquisition of ASM licenses and permits, access to finance, markets and equipment but also application of occupational health, safety and environmental standards.
• Support DGSM in the development and delivery of extension services for the ASM sector.
• Identify capacity needs and design capacity development measures to support the organisational development of the Uganda Association of Small-Scale Miners (UGASM).
• Identify capacity needs and design capacity development measures to support the formalisation ASM cooperatives.
• Support the establishment of trilateral cooperation between mining companies, training institutions and GIZ to promote skills development in mining, mineral processing and value addition.
• Work closely with relevant government bodies, such as the Directorate of Industrial Training (DIT), to develop training profiles that address the specific needs of the mining sector.
• Support the implementation and monitoring of the curriculum development, Training of Trainers, and training series to provide up-skilling opportunities in the mining sector
• Support the establishment of government mineral beneficiation centres aimed at enhancing skills development in mineral processing and value addition, ensuring these centres provide comprehensive training and resources to foster a skilled workforce in the sector.
• Support the banking sector and financial intermediaries in developing financial products to the mining sector to strengthen access to finance.
• Lead the mapping of the mining value chain for various minerals to provide an expert analysis of the current state of mineral processing and value addition, identifying opportunities for enhancement and strategic development.
Project Management and Coordination
• Support the coordination and implementation of the project activities in accordance with the project objectives, GIZ procedures, rules, quality standards, and existing agreements.
• Support the development, implementation and monitoring of workplans for the project in close collaboration with relevant sector stakeholders.
• Support preparation and management of contracts and grant agreements with partner companies, and NGOs as well as consultancies.
• Contribute to the review and quality control of the work and deliverables of national and/or international consultants mandated by GIZ.
• Support knowledge management, monitoring, evaluation and learning (MEL), reporting-related activities as well as knowledge transfer to the project partners and within GIZ.
Stakeholder Management and Communication
• Maintain a good flow of communication and information sharing within the project team and the relevant project partners (MEMD, DGSM, private sector, line ministries, agencies, etc.
• Support cooperation, regular dialogue, exchange and networking opportunities with all project stakeholders and within the project team.
• Support research activities, information gathering and innovative ideas on relevant topics.
• Contribute to project reporting, meeting minutes, policy briefs, presentations, etc.
• Report regularly to the Senior Project Manager and Component Lead on the implementation of project activities.
Other Duties/Additional Tasks
• Participate in the project, GIZ Cluster and GIZ Uganda related activities and strategic planning events, such as meetings, team building events, team retreats, etc.
• Perform other duties and tasks at the request of management.
Qualifications
• Bachelor’s degree in Mining Engineering, Environmental Science, Geology, Economics, Mining Law, Development Studies or any related field.
Details of experience
• 5 years of professional working experience in a similar position, either in the mining sector or with professional experience on private sector development.
• Experience in supporting organisational development of cooperatives and associations in the mining sector or related fields (agriculture, fisheries, etc).
• Experience in strengthening access to finance for up-stream value chain actors.
• Prior experience in project management and monitoring and evaluation, reporting and budget management.
• Experience in stakeholder management and developing positive working relationships with government agencies and the private sector.
