Job Details:

African Evangelistic Enterprise–Uganda (AEE-U) is an evangelical Christian, interdenominational, nonprofit making, humanitarian organization established in 1971. AEE-U is an affiliate of African Enterprise International (AEI), an international evangelical and development agency operational in 10 African countries.

In Uganda, AEE-U implements several holistic and transformative social action programs which demonstrate the love of Christ to vulnerable and marginalized communities. These programs include advocacy for Early childhood and primary education, water and sanitation, Vocational education, Health and HIV Education programs, Livelihood and climate-smart programs, community self-help groups and more. We are currently implementing programs in the districts of Kampala, Wakiso, Jinja, Luuka, Mayuge, Hoima, Masaka, Arua and Terego. Job Title: Planning, Monitoring, Evaluation, Accountability & Learning Coordinator

Purpose
The primary responsibility of the PMEAL Coordinator is to support the Programs Manager by ensuring robust and well-structured monitoring databases (including remote monitoring and management systems and processes for each Project /Department); and on time submission of high-quality donor reports.

The PMEAL Coordinator will provide leadership and technical expertise to ensure that AEE Uganda’s PMEAL system is implemented effectively. S/he will be the focal point in the organization for all aspects of PMEAL. A key part of the role will be capacity building and remote support to the field teams.

Reporting to the Program Manager, the PMEAL Coordinator will assist the Program Manager and Program Coordinators in the development of donor proposals; and assist in program implementation, monitoring, and evaluation and donor reporting across all grants. The PMEAL Coordinator is expected to contribute to harmonization of approaches, and countrywide strategies for program implementation.

Advocating for accountable programs will be key to this role which should ensure evidence-based programming and donor compliance.

Duties and responsibilities Leadership and Management.
• Oversee the activities of AEE Uganda’s PMEAL function, which includes, Accountability, data collection and entry into Project-connect, Verification, Partner Monitoring, providing technical support and oversight and ensuring accurate Data is entered into donor databases such as Elmo, Zegba, Atlas etc.
• Oversee the PMEAL budget, ensuring appropriate grant budgets are developed and spending is in line with those budgets.
• Provide capacity building, technical support and training to the program teams as well as AEE Uganda’s local partners on all areas of PMEAL.
• Develop an M&E System and data base for AEE-Uganda and ensure it’s operational.
Support to Program Quality
• Work with program teams for timely data collection, data entry, analysis, surveys, and development of log-frames, indicators and general project design. Ensure PMEL frameworks, Monitoring output Requirements (MoR) and Community Based Complaint Feedback Mechanism (CBCFM) data is accurate and periodically sent to donors.
• Work with program teams to ensure systematic monitoring and evaluation of programs, and compilation and sharing of lessons learnt.
• Maintain and update the M&E Framework for the country program, bringing together tools and outlining systems. Develop new tools as required.
• Feed into the overall program strategy, providing data and analysis as required for strategic purposes and new program design, including proposal development.
• Develop or update M&E plans, and ensure that routine project monitoring take place on time.
• Develop tools to facilitate near real-time analysis for each department, promote learning, and work with the PM to initiate timely evidence-based corrective action where required.
• Maintain all types of information and produce situation analysis on regular basis especially while developing new proposals or donor reporting as agreed with the line manager.
• Work with PM on keeping updated information for program mapping and ensure stakeholder analyses are completed from time to time.
• Coordinate the continued review and feedback process using the online recommendation tracker system.
• Coordinate, supervise and review all assessments, evaluations and research – Initiate and work with Program Coordinators in designing and conducting programmatic surveys, assessments and evaluations.
• Work with the PM and Program Coordinators to ensure that remote monitoring and management tools are in place, information is collected, analyzed, and feedback shared in a timely manner for all grants and program activities.
• Be an advocate for learning in the program ensuring that learning is captured and shared effectively.
• Liaising with donors and other project stakeholders as required.
Proposal Input
• Support the PM and Program Coordinators in the development of strong data collection and monitoring & evaluation plans within each proposal, including work on log-frames and indicators, and ensure that project indicators are regularly and systematically monitored and reported.
• Ensure that all grant proposals and reporting include solid M&E components and work with the Programs team to develop appropriate results frameworks, log frames and indicators.
Accountability
• Oversee the roll-out of activities and training within the AEE-Uganda Accountability Framework and update the framework as needed.
• Oversee the activities of the independent beneficiary selection and verification team, ensuring beneficiary verification processes are independent and consistent.
• Continue to develop and improve on AEE-Uganda’s independent monitoring systems meant to ensure accountability, both to beneficiaries and to donors.
• Oversee the work of the Data Entry team and ensure the Program Database is up-to -date and accessible to relevant departments
Crossover with Grant Management
• Participate in and / or co-facilitate grant opening, closing and other management meetings in collaboration with the PM, Finance Manager and respective Program Coordinators.
• Liaise with the PM and FM to highlight and when necessary, troubleshoot problems identified in project reports or data.
• Ensure compliance to donor reporting and proposal requirements.
• Maintain and update the filing system for donor reports, proposals, and other documentation that will provide secure and back up of all donor related files for ease of access and retrieval whenever needed. Work with Program Coordinators to ensure strong database for Education, WASH, Economic, Food Security and Ministry.

Key Performance Objectives
• Set up a strong MEAL system and operationalize MEAL in the field locations
• Design and operationalize Accountability mechanism
• Build culture of Learning and Knowledge Management
• Integrate MEAL Management Information Systems in the country and project MEAL system

Qualifications
• A minimum of a Bachelors’ Degree in Statistics, Economics, Population Studies, Social Sciences or other equivalent and/or relevant qualifications. A Masters’ Degree may be of advantage.
• A Post Graduate Diploma in Program Monitoring & Evaluation. Formal training in project planning and management is an added advantage
• Training in Grant proposal/concept writing is an added advantage

Working Experience
• At least 3 years of experience working with e-tools and online-based reporting and M&E tools using Kobo, ODK, Target mobi, Google forms among others.
• He/she has practical experience at using data collection tools, entry and analysis applications e.g. SPSS, STATA etc.
• Experience in designing PMEAL tools, processes, procedures, and systems and supportive organizational structures
• Experience in basic research and data collection/gathering; data verification, data analysis or records management as well as translation of data into reports is required.
• At least 5 years of working experience in a similar PMEAL role with an NGO with different programs/projects
• At least 3 years of experience in designing projects/programs and writing proposal/concepts that were successfully funded.
• Proven experience at capacity building for field teams in areas of program/project monitoring, program design, program management and program evaluations would be an added advantage.
