Purpose of the Assignment
The MER Officer has overall responsibility for providing coordination and leadership for monitoring and evaluation of the Export Firm Support and RHD component. S/he will be responsible for ensuring accurate and comprehensive data collection and analysis of results to report on progress toward program objectives. He/she will work with the technical team members to develop appropriate indicators, targets, and methods/tools for collecting information on project activities and assist with analysis for evidence-based decision-making for program improvements.
Specifically, the scope of work will cover;
• Develop and Implement the monitoring and evaluation strategy, as established under the component operations Manual, and recommend any possible changes if appropriate.
• Identify information requirements for both at the management level (output level MIS) and at the impact level.
• Establish a data collection framework: data to be sourced from other institutions (URA, Customs), data collaboration, data collection via the web platform, and primary and secondary data collection.
• As needed draft questionnaires or any data collection instruments when needed based on best practices.
• Review the performance indicators and add new indicators or sub-indicators if needed, and new baseline data.
• Summarize reports produced by different stakeholders; ensure consistency with the definition and methodology of collection of these indicators by keeping an M&E plan for each indicator.
• Following point 4, develop and implement a Gender-based tracking and impact analysis, in collaboration with the WB and other external research partners.

• Prepare quarterly and annual M&E reports showing progress against the targets of each output indicator and assist in the preparation of the annual work plans.
• Assist the Program Manager in preparing periodic reports by providing data on all activities in progress as per the performance indicators, non-performed, and completed during the project lifespan.
• Work with the IT Program Officer to set up a database for operational systems for collecting, analyzing, and reporting project-related data.
• Develop as appropriate, TORs for special studies if and when necessary (e.g. baseline, Impact Assessment; monitoring and evaluation studies, etc.
• Work with the IT Program Officer to update the Online Platform in order to generate the required performance reports.
• Any other duties that may be assigned by his/her supervisors under the component and INVITE project framework.
Qualifications, Experience, and Key Competencies:
Educational Qualifications
• Honours degree in Statistics, Economics, Social Sciences, or other related subjects from a recognized University with postgraduate training and qualification in monitoring, evaluation & results (MER). A master’s degree in a related and relevant field will be an added advantage.
Relevant Experience
• At least 5 years of direct experience as a monitoring & evaluation expert on at least two projects (designing indicators, monitoring and setup of the data collection)
• Experience in designing and/or implementing data collection (designing questionnaires, managing survey firms, etc)
• Knowledge of data analysis software (e.g. Stata, R, SPSS) and contemporary computer skills in word processing, spreadsheets, databases, PowerPoint, and projects are required.
• Strong knowledge of/expertise in evaluation techniques (quasi-experimental methods, randomized control trials, qualitative methods)
• Strong experience in the entire evaluation cycle, from design and formulation to implementation, analysis, and presentation of results and recommendations.
• Good oral and written communication skills. Should be fluent in English.
• A high level of interpersonal and management skills and ability to work with teams in the organization.
• Proven integrity and confidentiality in handling public resources and in executing duties.
• Must be able to work under pressure and tight deadlines.
• Proven Planning and organizational, problem-solving, leadership, and management skills.
