Job Details:

Job Purpose
To provide leadership to the Procurement and Disposal Unit (PDU) of the Commission and manage all procurement and disposal activities in accordance with the Commission’s policies and the Public Procurement and Disposal of Public Assets Act (PPDA) regulations.

Primary Tasks/Responsibilities
1. Develop and oversee the implementation of policies and procedures in the PDU and manage processes for the procurement of best value goods, works and services as well as disposal of assets in line with the PPDA and Commission corporate strategy.
2. Facilitate procurement planning, contracting, and monitoring. Review and analyze bids and quotes with suppliers, including the negotiation of service agreements and contracts to ensure value for money.
3. Supervise and manage the performance and development of staff in the unit to effectively fulfill its functions in accordance with Sec 31 and Sec 32 of the PPDA Act and the Commission’s goals, objectives, policies, and regulations.
4. Develop and coordinate a plan for procurement based on approved budget; monitor implementation of the plan and prepare periodic reports on the implementation progress against targets and unit performance indicators.
5. Develop and maintain accurate systems for effective contract management and provide technical support to user departments in accordance with the PPDA regulations.
6. Define and manage the process for acquisition of tools and infrastructure and develop initiatives that maximize benefits from emerging technologies in line with the established guidelines.
7. Support the functioning of the Contracts Committee; provide timely required information as well as follow up and implement decisions of the Contracts Committee in line with PPDA regulations.
8. Develop frameworks for identifying and profiling procurement risks to minimize risks that are likely to affect the efficient delivery of the procurement function.


Education and Professional Qualifications
• Master’s degree in Procurement and Supply Chain Management, Business Administration (majoring in Procurement), Finance, or a related.
• Bachelor’s degree in Procurement and Logistics Management, Procurement and Supply Chain Management, Business Administration, or a related field.
• Member of the Chartered Institute of Purchasing and Supplies (CIPS)

Working Experience
• Minimum of ten (10) years’ work experience managing procurement functions in public organizations of which six (6) years must be as head of the procurement unit in a similar corporate setting.
