Job Details:

Legal & Corporate Affairs Directly Supervises: Investment Executive-Level and Legal Assistant
• Job Summary: Responsible for providing legal advice to management and the Industrial Parks & Land Development division concerning potential and actual legal issues affecting the development of industrial and business parks; and handle all land transactions of the Authority including registration of leases for Business Parks developers.

Specific Responsibilities:
• Provide legal advice concerning potential and actual legal issues affecting the national plan for the development of Business Parks, and any legal related matters.
• •Liaise and consult with the office of the Solicitor General on matters affecting Industrial Business Parks of the Authority.
• Draft and review industrial Business Parks Legal documents to ensure compliance to the laws and regulations of Uganda. Review and Draft Legal Land related correspondences of the Authority.
• Work with stakeholders to simplify all administrative procedures to facilitate new investments in Business Parks.
• Monitor compliance of contracted obligations under lease and concession agreements, and handle park legal issues as they arise.
• Participate in negotiations with investors, concessionaires, service providers, etc.
• Prepare briefs on land legal issues for UIA.
• Liaising with the office of the Solicitor General to secure approvals of all land legal documents like land purchase agreements, lease agreements among others.
• Participating in and giving legal guidance regarding land allocation to ensure compliance with the approved Land Allocation Criteria. Processing all the Land legal documents in the process of land allocation from offer letter to signing of a lease agreement with park developers.
• Processing of Certificates of titles in the names of UIA and Business Parks Developers
• Carrying out due diligence on UIA intended land purchases, drafting compensation agreements and sale agreements
• Ensuring that the UIA Land/Lessee database is regularly updated Any other duties that may be assigned by the supervisor.


Key Results Areas:
• Timely delivery of required legal support and services (including advice) to Management and the Industrial Park & Land Development division.
• •Correct legal opinions rendered in timely manner Secured Solicitor General's approvals
• Timely and properly processed land allocations to park developers in conformity with the established Land Allocation criteria
• Lease agreements in conformity with relevant laws and regulations
• Processed Certificates of titles in the names of UIA and Business Parks Developers
• Timely submission of periodic reports and notes to file Ensuring that the UIA land/Lessee database is regularly updated and Experience
• Master's Degree in Law, Business, Management, and Social Science or Humanities from a recognized institution is a plus.
• The applicant must hold a Bachelor degree of law from a recognized institution
• Post Graduate Diploma in Legal Practice from a recognized institution is a MUST.
• An enrolled Advocate of the High Court and Courts subordinate thereto.
• Possession of valid Practicing Certificate
• At least 5 years' experience in legal practice.
• Membership of professional associations is required

Key Competences:
• Deep knowledge of the Uganda Land Laws and Regulations. Strong communication, networking, advocacy and negotiation skills High level of integrity and wise sense judgment. Critical thinker, assertiveness and amiable.
