Job Details:

Main Purpose:
Co-ordinating and spearheading the planning, monitoring and evaluation function in the
Institute.

Key Result Areas (KRAs)
• Institute strategies, targets, plans and budgets formulated, developed and coordinated
• Performance standards and indicators for the Institute prepared and disseminated to users
• Institute Strategic Plan developed, implemented and evaluated
• Technical support provided to departments and units in the preparation and production of cascaded plans;
• Investment priorities in the Institute spearheaded
• Production of output and outcome performance reports using the Performance Based System (PBS) coordinated, monitored and evaluated
• M&E system developed and reviewed
• Functionality of the M&E System ensured; and
• ISO 9001:2015 Quality Management System in the Institute spearheaded.

Key responsibilities and tasks:
• Developing comprehensive and integrated plans, as well as monitoring and evaluating their implementation
• Providing support to the various departments and units of the Institute in the planning and budgeting process
• Harmonizing the departmental and unit plans and budgets
• Developing and reviewing of the overall framework for M&E
• Guiding the process for identifying and reviewing of the key indicators for departments and units
• Spearheading the collection, analysis and interpretation of performance data relevant for decision-making
• Ensuring that there is a linkage between the functional plans, budgets, and the strategic objectives of the various departments and units of the Institute
• Providing support to the process of designing, implementing and reviewing of the
• Institute’s M&E system
• Preparing and disseminating periodic M&E reports
• Planning for the Institute investment priorities
• Spearheading the functionality of the Performance Based System (PBS) and Performance Based Budgeting (PBB)
• Assessment of Institute policies for relevance and validity
• Demonstrate contribution to UMI being a research and innovation led institution
• Spearhead the implementation the implementation of the ISO 9001:2015 Quality Management System in the department
• Any other duties assigned by the supervisor.


Person Specifications:
• A Master’s degree in Projects Management, M&E, Economics, Statistics, or equivalent qualification (s) or in Management Studies [Project Planning and Management (PPM)]
• M&E related and relevant field from a recognized institution
• A Bachelor’s (Hons) degree in Economics, or Statistics or Commerce (Project Management related option), or Business Administration, Projects Management or in a related field
• Membership to a relevant professional body is mandatory
• Possession of a relevant professional qualification
• Must be proficient in MS Office applications, data spreadsheets and internet/e-mail technologies
• A PhD or a doctorate in relevant field is an added advantage

Minimum required experience:
• Eight (8) years of relevant experience preferably in the higher education subsector, five (5) of which must be at a Senior Management level in a reputable organization.
